Consolidated Fund to receive regulatory settlement money
The Gambling Commission decided that funds from future regulatory settlements should be paid to the Consolidated Fund following a consultation and consideration of responses, taking account of the Government's statutory levy and new levy commissioning structures. GRAI launches campaign helping parents to spot the signs of underage gambling
The Gambling Regulatory Authority of Ireland (GRAI), in partnership with HSE Addiction Services, launched a national public awareness campaign and published guidance to help parents recognise signs of underage gambling, how to talk to children about gambling, and where to seek help. The campaign runs across video on demand, radio, digital audio and social media and highlights research by the ESRI that children who gamble are twice as likely as adults to develop a gambling problem. The notice also references the Gambling Regulation Act 2024 and forthcoming commencement of its child protection provisions.
ESMA launches Common Supervisory Action on CASPs’ digital operational resilience for custody
ESMA is launching a Common Supervisory Action (CSA) to assess the digital operational resilience of authorised Crypto-Asset Service Providers (CASPs) specifically for custody services, focusing on DLT-related risks and third-party dependencies. The Finnish police have introduced a national procedure to record court-imposed hunting prohibitions in the police information system. Final court decisions on hunting prohibitions are forwarded to the registry of the police unit in the person's place of residence and entered as a wanted notice that is effective nationwide until the prohibition expires, to improve enforcement and prevention of hunting offences.

The UK Gambling Commission will introduce Financial Risk Assessments (FRAs) in stages to identify and support high-spending customers in financial difficulties. Stage one will require the largest operators to carry out FRAs for customers exceeding £5,000 net deposits in a rolling 24-hour period, with later final thresholds set at £1,000/£3,000 for those 25+ and lower thresholds for under-25s; assessments will be document-free using Credit Reference Agencies and initially enforcement for failures to act on FRA results will not be taken during early implementation.

SEC Proposes Rescission of Regulation NMS Rules 611 and 610(e)
The U.S. Securities and Exchange Commission proposed amendments to rescind Rules 611 and 610(e) of Regulation NMS, and related defined terms in Rule 600, and to make conforming changes to other provisions. The proposal would remove the trade-through prohibition (Rule 611) and restrictions on locking and crossing quotations (Rule 610(e)); the public comment period will remain open for 60 days after Federal Register publication.
CFTC Seeks Public Comment on Notice of Proposed Rulemaking Concerning Whistleblower Rules
The Commodity Futures Trading Commission published a Notice of Proposed Rulemaking to amend its whistleblower rules, proposing a 30 percent presumption for whistleblower awards of $5 million or less (subject to Commission discretion) and modeled on SEC rule 21F-6(c). The Commission opened a 30-day public comment period following Federal Register publication and invited electronic comments via Regulations.gov.
CFTC Seeks Public Comment on Notice of Proposed Rulemaking Concerning Event Contracts Involving Enumerated Activities
The Commodity Futures Trading Commission published a Notice of Proposed Rulemaking seeking public comment on amendments to CFTC Regulation 40.11 and addition of Appendix F to part 40 to establish a framework for evaluating event contracts that may involve activities enumerated in Section 5c(c)(5)(C) of the Commodity Exchange Act. The proposal sets a 90-day review process, defines key terms including "involve" and "gaming," and seeks comment on public interest factors to apply contract-by-contract.
